Why do Catholics only welcome in new members once a year?

Is it possible to convert to Catholicism at any point when you are ready to convert? Or do you have to wait until the once a year ceremony around Easter to get confirmed and have your first communion? I know you are supposed to take those RCIA cles before converting but what if you already took them in the past. Is there one chance and one chance only per year to convert?
